This comic is about a robot competition between two sides. The protagonist's side comes up with a robot that has a match on an extending arm to set off the sprinkler system to disable the opposing robot. Then the protagonists added an umbrella to their robot so that their robot could complete the competition without getting wet.
The image text is the protagonist's flimsy excuse for the reason there is water everywhere.
UPDATE: As Zero Cool and Alexandra said in the comments, the Image text is a reference to the movie, Hackers.

The ‘pool on the roof’ comment may also be a reference to the book/movie ‘Hackers’, in which the protagonist is tricked by a girl into going to the locked roof of his new high school with promises of a giant pool. He later sets off the fire sprinklers, and explains it as the roof-pool springing a leak.

Reminds me of a story in OMNI Magazine – “Sam and the Dirty Mudder.” – It was a full-sized car race, the “Mudder” was slow because its tires were optimized to excel in wet muddy conditions, and after a thick cloud was generated over the track by the racers, it “seeded” the cloud with frozen CO2 to cause it to rain.
Guess who won?
(I guess the cars ran on Hydrogen as that would produce a water-vapor cloud…) Gotta go back and re-read that one!
