:I'm an "international user", too, and I suppose a lot of users of this site are international users who need to be explained some xkcd jokes that would be obvious to any native English speaker living in the US. I don't have an opinion about changing the tagline or keeping it, but I would like to notice that "Because you are dumb" is the kind of joke that would need an explanation - it would be hard for me to tell if it's a joke or an insult.
