An alternative explanation is that Black Hat has replaced the water that would normally come out of the fire hydrant with a strong alcoholic beverage, colloquially called {{w|firewater}},  with a high enough ethanol content to burn. If this were the case, the ability to douse a fire would be severely decreased, both due to the flammable component and because ethanol can absorb less heat per volume than water.
