To me it seems that XKCD was reflecting on his experience as inquiring child. I'm sure when he had questions about the world around him, adults would just dismiss or ignore them. At that tender young age, even if adult can't explain something to their child, they should encourage them to learn for themselves, rather then get frustrated with constant questions.
