If there is a light, you can treat it like turning right, even though it is an apparent left-turn and an actual u-turn. "So long as you don't cross a lane of traffic, it is legal to turn if the lane is clear unless posted otherwise." From my driver's ed instructor. This does not apply to the second turn lane. I cannot tell you how many times I've been honked at for obeying the law and not turning right from the left lane. Sorry for any terrible typing or messups. I'm doing this on my phone.
