I use Dvorak on all my devices when possible and often find myself wishing for Dvorak on-screen keyboards. Sure, there's more absolute distance between consecutive characters on average, but that's offset by me not having to try to remember how QWERTY is laid out. I don't think that the joke here is "Dvorak on-screen keyboards are pointless", I think it's "Dvorak users are such a small percentage of the population that the odds of anyone bothering to cater to them is slim to none, and anyone lobbying for it is wasting their time".
