I'm pretty sure it mocks the fact that in the rest of the world, "football" is the sport where you play the ball with your *feet*, with a particular obscure rule that you can't touch it with your hands (unless you are a goalkeeper). On the other hand, American "football" is the sport where you grab the ball with your hands and carry it around.
