Twitter user RobM163 exists and was created along with this comic (presumably by Randall). He tweeted a few times about various disasters on April 5th, 2010, and later on the 22nd about Iceland's not being a great tourist destination (due to Eyjafjallajökull). : All the way here in 2016 it seems worth mentioning: the ubiquity of smartphones means peer-to-peer chat is positioned to survive this type of service disruption. It seems only a matter of time that getting online from a disaster zone will mostly depend on there being a smartphone chain leading to the closest public AP outside the blackout zone.
