I think it might be a reference to a protest such as a Women's Rights Protest in which a man calling all the women there 'cute' would probably not go over well or as a 'complement'. I think it is more likely to be viewed by the protesters as problematic objectification, which is what makes it funny in that him saying that at the protest would be so wrong.
