While a stylus is generally a pen-like object that doesn't create markings, but instead allows finer input on a touch screen, "Dry-Erase + Permanent" implies that these are in fact markers. These would allow the user to write on the screen, but as this wouldn't allow any form on input to the phone, it would only serve as a very expensive pseudo-whiteboard.
