Part of the joke here is that the banner is picked up in flight, and takes much more skill to pick up than to drop. As for answering a phone call, a pilot generally has one hand free to operate instrumentation or throttle anyway, the other being on the stick/yoke and feet planted on the rudder controls. I'm actually unaware of any FAA rules against cell phones beyond general pilot distraction (my pilot training was years before cell phones), and it's an FCC rule in the US that cell phones can't be used on aircraft, mainly because out of ground clutter the signal could be picked up by more than one cell tower using that particular frequency, which I've also added links to.
