He isn't describing his phone being "pulled together" in the sense of intermolecular forces between atoms. Read the sentence again: he's describing the Earth and his phone being pulled ''to each other''. And while yes, it is true to say that Cueball's "feeling" is electromagnetic in nature (ie. he "feels" the atomic bonds, not the gravitational attraction), I don't think that's the intention behind his words. He's not marveling at the electromagnetics of the situation; he's describing two objects that differ only in their masses, and his place in that interaction.
