In this comic, someone (probably a geologist) is agitating some form of bait over a section of the Earth's crust to attract its attention and tempt it to lunge upwards in an attempt to grab it, as if it were a cat chasing a toy. This creates a fault that allows them to study the layers of geology it exposes. Geological faults do not really form in this way, since the Earth's crust has no intentionality, or motivation to chase after any kind of bait.

In the title text it advises not to try this over a mantle hotspot as it would be liable to expose large quantities of molten rock that would be hazardous to those carrying out the procedure. Even without this, though, causing an upward surge in a section of the crust in your vicinity would be fraught with danger in the first place.
